HSIP – PROJECT COORDINATOR

BACKGROUND

The Government of Albania has received a loan and a grant of totalling 32.1 million EUR (50 million USD), a loan of International Bank for Reconstruction and Development (IBRD) to finance the Health System Improvement Project (HSIP). The International Bank for Reconstruction and Development (“World Bank”) is acting as administrator of the amount provided. The Ministry of Health (MoH) has overall responsibility for the Project, and the Project Coordination is responsible for the implementation of the Project through its Project Coordination Unit (PCU). These Terms of Reference serve to define the responsibilities, tasks and qualifications required for a Project Coordinator.

THE PROJECT

The objective of the Project is to contribute to improving the efficiency of care in selected hospitals in Albania, improving the management of information in the health system, and increasing financial access to health services.

The Project consists of the following components:

•    Improving Hospital Services (Euro 15.10 million; US$ 18.80 million equivalent).
•    Expanding the Health Management Information System (Euro 13.60 million; US$ 16.95 million equivalent).
•    Improving the Health Financing System (Euro 2.40 million equivalent; US$ 3.0 million equivalent).
•    Monitoring, Evaluation and Project Management (Euro 0.92 million equivalent; US$ 1.15 million equivalent).

OBJECTIVE

The objective of the services by the Project Coordinator is to undertake all activities and procedures for the project implementation, monitoring and reporting according to the Loan and Grant Agreement and the applicable World Bank Guidelines for Procurement and Consultant Guidelines (collectively known as “Guidelines”).

SCOPE OF WORK

The Project Coordinator will be in charge of managing the PMT.
He/she will report to the Deputy Minister of the MoH – Mrs. Milva Ekonomi (the overall Project Director). .
She/he will organize, administer and plan the day-to-day coordination and implementation of project activities.
He/she will be in charge with the administrative and technical decisions regarding the implementation of the Health System Improvement Project.
She/he will be responsible for ensuring efficient and timely implementation of project activities in accordance with World Bank operational policies and procedures.
He/she will be responsible for proper and timely monitoring and reporting on overall project.

Specific tasks

The specific functions and responsibilities of the Project Coordinator –include, but are not limited to:

•    Manage the day-to-day implementation of the project by leading the staff of PCU and implementation teams and by exercising technical oversight of specific contracts under the project.
•    Preparation of annual working plans including budget estimates for timely implementation of the Project and submitting it for approval to the Deputy Minister of MoH (the overall Project Director).
•    Ensuring effective and timely supervision of specific contracts; identifying technical issues and their effective resolution in coordination with the responsible Government agencies and the Bank.
•    Management and effective supervision of local and foreign consultants, including preparation of monitoring progress on deliverables under consultant contracts and providing feedback as necessary; general coordination of the work of the consultants consistent with the overall project implementation plan.
•    Ensuring effective and timely communication with government and non-government entities/agencies and donors involved and coherence in on-going and planned projects and programs.
•    Ensuring that clear working arrangements are established for collaborating with the Government of Albania on all financial, accounting and procurement matters. This would include agreement on the responsibilities of the PCU on the budget process and release of funds, as well as the financial monitoring of all components.
•    Ensuring prudent management of project funds, including accounting, financial control and audit procedures acceptable to World Bank, as well as the procurement of goods, works and services in accordance with World Bank guidelines.
•    Ensuring that World Bank procedures are fully respected by all the consultants recruited during the project implementation.
•    Providing technical oversight of specialized PCU staff to ensure transparent and accountable implementation of procurement and financial management rules established for the Project.
•    Managing the project budget to meet day-to-day operating expenses of project components, signing the payment and disbursement documents for all project accounts.
•    Administrating and supervising all project activities.
•    Preparation of quarterly and annual project progress reports as requested by the Bank and donors as well as preparation of regular reports to the Government as requested.
•    Monitoring the maintenance of Internet pages for wider dissemination of the results and reports and consultant’s reports, etc.
•    Other specific tasks for the project implementation if needed and requested from the Project Director (with confirmation from the Bank).

QUALIFICATIONS AND EXPERIENCE

•    University degree in health management and/or other health related degrees,, or economy.;
•    Master’s degree in health management, economy or business administration;
•    At least 5 years professional experience in the areas of health management and/or other health related areas, or economy;
•    At least 3 years  of experience in project management;
•    Experience of participation and working in multi- disciplinary teams;
•    At least 3 years’ experience in national/international agencies projects, preferably World Bank funded projects;
•    Good peoples’ and management skills, specifically experience in management of technical staff;
•    Excellent command of spoken and written English language; and
•    Computer skills, including word processing and spreadsheets.

 REPORTING

The Project Coordinator will report to the Project Director.

 DURATION OF ASSIGNMENT

The Project Coordinator is expected to work full time.  The contract will be for an initial period of six_ months.  Subject to satisfactory performance, the contract may be extended for the life of the project.

HSIP – FINANCIAL MANAGEMENT SPECIALIST

BACKGROUND

The Government of Albania has received a loan and a grant of totalling 32.1 million EUR (50 million USD), a loan of International Bank for Reconstruction and Development (IBRD) to finance the Health System Improvement Project (HSIP). The International Bank for Reconstruction and Development (“World Bank”) is acting as administrator of the amount provided. The Ministry of Health (MoH) has overall responsibility for the Project, and the Project Coordination is responsible for the implementation of the Project through its Project Management Team (PMT). These Terms of Reference serve to define the responsibilities, tasks and qualifications required for a Project Coordinator.

THE PROJECT

The objective of the Project is to contribute to improving the efficiency of care in selected hospitals in Albania, improving the management of information in the health system, and increasing financial access to health services.

The Project consists of the following components:

•    Improving Hospital Services (Euro 15.10 million; US$ 18.80 million equivalent).
•    Expanding the Health Management Information System (Euro 13.60 million; US$ 16.95 million equivalent).
•    Improving the Health Financing System (Euro 2.40 million equivalent; US$ 3.0 million equivalent).
•    Monitoring, Evaluation and Project Management (Euro 0.92 million equivalent; US$ 1.15 million equivalent).

SCOPE OF WORK

The Financial Management Specialist will have the overall responsibility for the financial management of the Project. Specific responsibilities will include:

•    Implement a fully documented and operational accounting and financial management, satisfactory to the World Bank which includes proper accounting procedures and internal controls to ensure that Project assets are properly safeguarded;
•    Updating Financial Management Manual when changes occur, with the supervision of the Finance and Budget director and the Project Coordinator/ Director;
•    Manage financial short and long term planning process of the project; assist the Project Coordinator and Director in the Project financial planning; Liaise with the MOH’ Budget and Finance department that project planning as above mentioned is integrated in MOH planning process
•    Carry out financial performance review of Project activities, in accordance and in connection with Bank requirements.
•    Review, verify and process for approval all requests for payment for project activities, contractors and consultants
•    Ensure that payments are made in proper and timely manner, that all sources of financing are available for the project and that the contract payment monitoring function is ensured, working in close collaboration with procurement specialist;
•    Assist MOH in all financial management aspects of the Projects, ensuring that transactions are entered into the recording system in a timely and proper manner, verifying for accuracy and completeness of all transactions, and that updated accounting records are kept, that are essential for promptly producing project financial management reports.
•    Prepare and submit for approval financial reports, budget report, financial projections, cash flow forecast, and all other project reports as requested by World Bank, MOH and MOF.
•    Ensure timely preparation of the interim financial reports and annual financial statements and other reports requested by GoA; and withdrawal applications to the bank, and ensure adherence to all statutory requirements, World Bank guidelines and audit requirements, as further described in the Financial Management Manual;
•    Participate in the preparation of quarterly and annual progress reports;
•    Provides timely inputs to the Project Procurement Specialist for the preparation of contract payments terms, etc. and supervises their conformity with project requirements and budget. Thoroughly reviews financial aspects of all bidding documentation and provides timely comments to the Procurement Specialist prior submission to the World Bank.
•    Advise the PMT on issues related to local taxation, banking and other pertinent regulations that affect the financial activities;
•    Facilitate the work of the independent auditors; assess reports received from the auditors and following up any audit queries /management letters;
•    Participate and be actively involved in trainings/workshops/seminars concerned to the project components and implementation categories.
•    Performs any other duties requested by the Project Coordinator and Director.

QUALIFICATIONS AND EXPERIENCE

•    Have a relevant university degree in accounting, finance or business administration.
•    At least 5 years professional experience as financial specialist; Demonstrated experience in financial planning and budgeting, transaction recording and financial reporting process.
•    Preferably 3 years’ experience in financial management of World Bank funded projects;
•    Demonstrated sound and good knowledge of financial and accounting policies, rules and regulations pertaining to international organizations, preferably World Bank;
•    Demonstrated sound and good knowledge of Government accounting, financial management systems, and budgeting system, and tax and legal requirements in Albania;
•    Excellent spoken and written English;
•    Excellent knowledge and skills in computer based financial management system and office applications;
•    Proficiency in computer applications like excels spreadsheets and word processing.

REPORTING

The Financial Management Specialist will report to the Project Coordinator and Project Director.
The Consultant shall prepare the following reports in English and Albanian:

(a)    Monthly, Quarterly and Annual Financial Reports for Project on disbursement and budget execution to be submitted to MOH and government agencies;

The consultant shall prepare the following reports/financial statements in English:

(a)    Quarterly Project Interim Financial Reports to be submitted to the Bank no later than 45 days after end of each quarter;

(b)    Annual Project Financial Statements to be audited by independent auditors

DURATION OF ASSIGNMENT

OBJECTIVE

The objective of the services by the Procurement Specialist is to undertake all activities and procedures for the procurement of goods, works and services according to the Loan and Grant Agreement and the applicable World Bank Guidelines for Procurement and Consultant Guidelines (collectively known as “Guidelines”).

SCOPE OF WORK

The Procurement Specialist will liaise and coordinate closely with all project beneficiaries in the preparation of procurement documentation and will report to the Project Coordinator and Project Director. Specific responsibilities will include the following:

–    Ensure that the procurement of goods, works and services are in accordance with the World Bank Guidelines for all items and activities financed under the projects, using World Bank Standard Procurement Documents (“SBDs”). This task shall include but not be limited to the following:

–    In consultation with the Project Coordinator, prepare the detailed procurement plan for the project and update whenever necessary.
–    Conduct procurement actions ensuring conformity with the Bank’s Procurement and  Consultant Guidelines.
–    Prepare and publish procurement notices and contract awards;
–    Draft Bidding Documents and Requests for Proposals using the World Bank’s Standard Documents and, as necessary, submit for the World Bank’s prior review;
–    Participate in contract negotiations for consulting services, by providing guidance to negotiations group on topics which may be negotiated;
–    Assist the respective implementing agencies in the preparation of all necessary documentation for bid opening, evaluation and award of contract;
–    Assist in keeping communication with potential bidders and preparing answers and clarifications to their questions and queries;
–    Assist in receiving proposals, price quotations, and keeping registers in required forms.
–    Assist in organizing bid openings and preparing minutes of Bid openings.
–    Receive Bids, proposals, price quotations, and keep registers in required forms.
–    Organize bid openings and prepare minutes of Bid openings.
–    Participate in evaluation/selection, assist in taking minutes of evaluation/selection and prepare evaluation/selection reports.

–    Work with the concerned technical working groups in the preparation of technical specifications and terms of reference for contracts to be procured under the project in accordance with various procurement methods.

–    Assist the concerned technical working groups and evaluation committees in the evaluation of proposals received, on the bases of criteria stipulated in the bidding documents.

–    Ensure preparation of comprehensive evaluation reports according to the World Bank standard forms and timely transmission of the Bid and Consultant Evaluation Reports to the World Bank for review and no objection.

–    Establish and maintain efficient procurement and contracting management tracking system (noting important approval dates, awards, contract amounts etc.) as well as a proper filing system to ensure quick retrieval of procurement information by, the project staff supervision missions, auditors etc.

–    Prepare and submit to the Project Director and Project Coordinator quarterly  procurement reports describing procurement procedures for implementation of projects and compliance with the schedule, and identifying procurement issues arising during project implementation and solutions proposed.

–    Contribute to the preparation of the quarterly progress reports and annual reports covering the progress of the procurement activities under the project.

–    Check and certify invoices (before submission to accountant for payment).

–    Keep procurement files of all packages complete and in order.

–    Support procurement audit by providing procurement information and assistance

QUALIFICATIONS AND EXPERIENCE 

•    University degree in economics, finance, engineering, accounting, law or any relevant degree or equivalent professional qualification;
•    At least 5 years professional experience;
•    Experience of participation in multi- disciplinary teams;
•    At least 5 years procurement experience in national/international agencies projects, preferably World Bank funded projects;
•    Excellent spoken and written English; and
•    Computer skills, including word processing and spreadsheets.
